The Association consulted the European Commission about the interpretation of “absence of discriminatory treatment for the breeders” provided in the national and community zootechnical regulations. After this enquiry, particularly about if it affects the Stud Book charges for members and no members. The Ministry of Agriculture, Nourishment and Environment has confirmed that the principle of no discrimination has to be applied in similar situations. It does not happen in the case of members and no members, due to that the firsts contribute with fees to the Association running and the participation in some activities and the seconds do not. So, the associations can charge different fees to members and no members for the services also provided in the field of the Purebred Menorca Horse Stud Book.
In this sense, the current board of directors has decided that the charges for no members of our entity will be increased around a 25% from 2016 as against the members fees that will remain fixed value a year more. It is detailed in the following document:
However, it is much possible that during the 2016 we see ourselves forced to modify the fees of some services again. It depends on what the future Zootechnical Regulations lays down which is pending of approval by the European Union. And also, it relies on the prices set up by the Lab that processes the blood test for our Purebred Menorca Horse for this year after the appropriate ended negotiations.
Likewise, we would like to announce the following procedures and incidents changes:
- A consequence of the effective date of the new Regulations of equine identification is that the request to register a foal in the Stud Book will be considered after the deadline after the 6 months of the declared birth date of the animal.
- It is created a new service of mating certificates that are after the deadline for those certificates requested on a different year of the mare mating.
- During the first months of 2016, our Association has to negotiate the fees for the blood tests management with different labs. These negotiations will be done hand in hand with other Breeders Associations to get a competitive price for our stockbreeders. Meanwhile, the services that imply a blood test can be slightly delayed.
